The Panel on Analysis of and Potential for Alternate Dedicated Revenue Sources for Washington Metropolitan Area Transit Authority was authorized by the Board of Directors of the Metropolitan Washington Council of Governments in September 2004. The Panel, also known as the Metro Funding Panel, considered funding options for the region's public transit system. On January 6, 2005, the Panel issued its recommendations.

The Board of Directors of the Metropolitan Washington Council of Governments created the Task Force on Homeland Security and Emergency Response for the National Capital Area on November 14, 2001, in response to the terrorist events of September 11, 2001. The Task Force developed the Regional Emergency Coordination Plan that includes emergency communications, and a GIS-based infrastructure. The plan was being devised in cooperation with Maryland, Virginia, the District of Columbia, the Council's participating governments, and agencies of the federal government. The Board of Directors approved the Plan on September 11, 2002, and on November 13, 2002 created the National Capital Region Emergency Preparedness Council to replace the Task Force.
