In December 1998, the Task Force to Study Increasing the Availability of Substance Abuse Programs was initiated (Chapter 778, Acts of 1998). The Task Force was to devise a strategy for increasing the funding and availability of substance abuse programs in Maryland. To that end, the Task Force examined the extent of substance abuse in the State and the number of existing programs for treatment; collected data to determine the correlation between substance abuse and the commission of crimes; and determined to what extent programs are accessible to drug addicts and alcoholics who seek treatment (Code 1957, Art. 41, sec. 18-316).
The Task Force submitted an interim report on December 7, 1999. Its final report was issued on February 6, 2001, and titled, "Drug Treatment Task Force Final Report - Blueprint for Change: Expanding Access to and Increasing the Effectiveness of Maryland's Drug and Alcohol Treatment System.".
