The Governor established the Governor's Commission on Minority Business Enterprise Reform on June 12, 2003 (Executive Order 01.01.2002.16). The Commission's charge was to develop a plan to reform the State's Minority Business Enterprise Program.
Minority business enterprise procedures used by State government agencies were reviewed by the Commission. Further, an examination was made of reporting, monitoring and compliance practices, as well as barriers to certification, access to capital, and current procurement practices for minority-owned businesses. The Commission also assessed the role and effectiveness of the Office of Minority Affairs, and how accurately and often State agencies report to the Office.
On December 31, 2003, the Commission submitted its report to the Governor.
