The Task Force to Study Alternative Living Arrangements for Children in Out-of-Home Placement was authorized in October 2003 (Chapter 177, Acts of 2003). The Task Force was to make recommendations on expeditiously and appropriately placing children in living arrangements out of their homes. With the Department of Natural Resources, the Task Force also considered the feasibility of adventure-based alternative living arrangements for children in natural environments, such as the Chesapeake Bay and the wilderness. Similarly, the Task Force examined working with the Department of Education to develop special curricula for children in such alternative living arrangements. Finally, the Task Force studied what special needs children in alternative living arrangements would have for medical and mental health services, and alcohol and drug abuse services.
On October 1, 2004, the Task Force reported to the Governor and General Assembly.
