In 1914, the Injured Workers' Insurance Fund began as the State Accident Fund, established as part of the State Industrial Accident Commission (Chapter 800, Acts of 1914). The Fund was reorganized as the Commissioners of the State Accident Fund, a separate agency, in 1941 (Chapter 504, Acts of 1941). Formerly under the Commissioner of Personnel, the agency joined the Department of Personnel in 1970 (Chapter 98, Acts of 1970). The Commissioners of the State Accident Fund became an independent agency on July 1, 1988 (Chapter 585, Acts of 1987). In 1990, it was renamed the Injured Workers' Insurance Fund (Chapter 71, Acts of 1990).

Under the Fund are seven main departments: Claims Services; Counsel; Finance; Investment; Legal and Human Resources; Lighthouse Risk Solutions; and Marketing, Strategic Planning, and Business Development.

MARYLAND STATE EMPLOYEE RISK MANAGEMENT ADMINISTRATION
The Council is comprised of the secretaries of ten State departments, a representative from the Governor's Office, the president of the Injured Workers' Insurance Fund, the Chancellor of the University System of Maryland, and others designated by the Governor.

BOARD FOR THE INJURED WORKERS' INSURANCE FUND
The Board for the Injured Workers' Insurance Fund consists of nine members. They are appointed to five-year terms by the Governor with Senate advice and consent. The Board appoints the Fund President (Code Labor & Employment Article, secs. 10-109 through 10-114).
Claims Services oversees Claims Operations, Fraud Operations, Governmental Unit, and Health Services.
MARYLAND STATE EMPLOYEE RISK MANAGEMENT COMMITTEE
The Maryland State Employee Risk Management Advisory Council started in January 2002, when the Governor formed the Maryland State Employee Risk Management Steering Committee (Executive Order 01.01.2002.01). The Committee reorganized as the Maryland State Employee Risk Management Advisory Council in December 2003 (Executive Order 01.01.2003.51). The Council works with the State Employee Risk Management Administration to share common guidelines, concerns, and ideas; monitor and make recommendations on risk management; and plan new initiatives in risk management.
Corporate Services and Strategic Planning is responsible for Communications and Corporate Services.
Insurance Operations directs Loss Control, Marketing, and Underwriting.
