In Feb. 2005, the Secretary of Transportation created the Baltimore/Washington International (BWI) Airport Governance Study Group. The Study Group was charged with analyzing whether the airport's current governance structure is the most efficient. The Study Group submitted its recommendations to the Secretary in Nov. 2005.

PORT LAND-USE DEVELOPMENT OFFICE
Within the Maryland Port Administration, the Port Land-Use Development Office was initiated in 1998 (Chapter 414, Acts of 1998). It transferred to the Office of Secretary in 1999 (Code Transportation Article, secs. 6-503, 6-504). The Office was abolished in October 2005 (Chapter 114, Acts of 2005).
ADVISORY COUNCIL FOR PORT LAND-USE DEVELOPMENT
The Advisory Council for Port Land-Use Development formed in 1998. It worked to invigorate land development in and around the Port of Baltimore (Chapter 414, Acts of 1998).
Chaired by the Secretary of Transportation, the Council had eleven members. Five were appointed to two-year terms by the Governor, and six served ex officio (Code Transportation Article, sec. 6-502).
The Council was abolished in October 2005 (Chapter 114, Acts of 2005).
