The Committee consists of twenty-five members. It is supported by six subcommittees: Government Operations; Health Facilities and Occupations; Insurance; Minority Health Disparities; Pharmaceuticals; and Public Health and Long-Term Care.

The Government Operations Subcommittee was organized in January 2003.
In November 2005, the Health Facilities and Occupations Subcommittee was created by the merger of the Health Facilities, Equipment and Products Subcommittee and the Health Occupations Subcommittee, both formed in January 2003.
The Insurance Subcommittee was created in January 2003 as the Health Insurance Subcommittee, and reformed under its present name in November 2004.
The Minority Health Disparities Subcommittee was created in September 2004.
The Pharmaceuticals Subcommittee formed in September 2004.
In January 2003, the Public Health Subcommittee and Long-Term Care Subcommittee organized. In November 2005, they reformed as the Public Health and Long-Term Care Subcommittee.
