• James B. Kraft (D), District 46, Baltimore City & Baltimore County. Appointed Sept. 18, 2002. Sworn in Sept. 19, 2002, to replace Perry Sfikas (D), who resigned Sept. 17, 2002, upon appointment to the Maryland Parole Commission.

• Joseph T. Ferraracci (D), District 8, Baltimore County & Baltimore City.
  Appointed Sept. 17, 2002. Sworn in Oct. 2, 2002, to replace John R. Schneider (D), who died Aug. 27, 2002.

• Diane DeCarlo (D), District 6, Baltimore County & Harford County.
  Appointed July 11, 2002. Sworn in July 24, 2002, to replace Michael J. Collins (D), who resigned from the Senate on June 30, 2002, upon appointment to the Maryland State Board of Contract Appeals.

  Appointed June 14, 2002. Sworn in July 2, 2002, to replace Thomas L. Bromwell (D), who resigned from the Senate on May 24, 2002.

• Robert H. Kittleman, (R), District 14, Howard & Montgomery Counties.
  Appointed January 10, 2002. Sworn in Jan. 11, 2002, to replace Christopher J. McCabe (R), who resigned from the Senate on Jan. 7, 2002.

• Sandra B. Schrader (R), District 13, Howard & Prince George's Counties.
  Appointed January 8, 2002. Sworn in Jan. 9, 2002, to replace Martin G. Madden (R), who resigned from the Senate on Jan. 7, 2002.

• John D. Jefferies (D), District 44, Baltimore City.
  Appointed Feb. 23, 1998. Sworn in Feb. 23, 1998, to replace Larry Young (D), who was expelled from the Senate on Jan. 16, 1998 (Senate Resolution no. 2, Acts of 1998).

• Donald C. Fry (D), District 35, Harford & Cecil Counties.
  Appointed Nov. 3, 1997. Sworn in Nov. 12, 1997, to replace William H. Amoss, (D), who died Oct. 8, 1997.

• Joan Carter Conway (D), District 43, Baltimore City.
  Appointed Jan. 7, 1997. Sworn in Jan. 8, 1997, to replace John A. Pica, Jr. (D), who resigned from the Senate on Jan. 1, 1997.

• Robert R. Neall (D), District 33, Anne Arundel County.
  Appointed Dec. 10, 1996. Sworn in Dec. 17, 1996, to replace John A. Cade (R), who died Nov. 14, 1996. Senator Neall was elected to the State Senate in Nov. 1998, and changed his party affiliation from Republican to Democrat in Nov. 1999.
